So I've been grinding on Total Battle: War Strategy for a few months now, and I gotta say, it's a solid city-builder and war MMO that scratches that itch if you're into strategy games on android. It's a pure mobile experience, no pc or game console version, so you won't find it on steam, xbox, or switch.
